Quick answer

Yes, YouTube US tax withholding applies to people who live in Brazil. With the tax form submitted, the withholding is 30% on what you earn from US viewers, because Brazil has no tax treaty with the US. Without it, Google can withhold up to 24% of your total worldwide earnings (individual account). The deadline is December 10.

Why Google applies YouTube US tax withholding

Google has an obligation under Chapter 3 of the US Internal Revenue Code: to collect tax information, withhold tax and report to the IRS (Internal Revenue Service, the US tax authority) when a creator in the YouTube Partner Program (YPP) earns royalties from US viewers. The YouTube help page says the obligation to submit tax information applies to every monetized creator, wherever they are located.

It is not a YouTube fee. YouTube US tax withholding is tax deducted from the payment to settle the payee's tax obligation in the US. YouTube states that it does not provide tax advice.

Which YouTube earnings are subject to withholding

YouTube US tax withholding applies to revenue from US viewers. The help page lists:

  • •ad views;
  • •YouTube Premium;
  • •Super Chat;
  • •Super Stickers;
  • •Super Thanks;
  • •channel Memberships.

If the tax info is valid, only the portion coming from the US is withheld and reported. Earnings from viewers in other countries are not part of this calculation. The income tax law of your country may still apply to all of your revenue.

How much Brazilians pay: with and without tax info

Brazil has no income tax treaty with the US, so there is no reduced rate to claim. The table shows how YouTube US tax withholding works in each situation, as the YouTube page describes it.

SituationWhat it applies toWithholdingExample ($1,000 (USD) in the month, $100 (USD) from US viewers)
Submitted the form, no treaty (Brazil's case)Earnings from US viewers30%$30 (USD)
Submitted and the country has a treatyEarnings from US viewers0% to 30%, depending on the treatyDepends on the treaty
Did not submit, individual accountWorldwide earningsUp to 24%$240 (USD)
Did not submit, business account outside the USEarnings from US viewers30% (default)$30

The example is illustrative: the values are made up, and only the mechanics follow the example on YouTube's own page. The difference that matters most is the first row versus the third: someone who does not submit the form can lose a quarter of everything, including what came from Brazilian viewers.

The rates that apply without tax info are corrected in the following cycle, after the valid form is submitted.

Where to fill in tax info in AdSense for YouTube

The submission is made in your AdSense for YouTube account:

  1. •Sign in to your AdSense for YouTube account.
  2. •Open Payments and then Payment info.
  3. •Click Manage settings.
  4. •Under "Payments profile", click edit next to "US tax info".
  5. •Click Manage tax info and follow the guide that helps you choose the form.

Three cautions from the help page itself:

  • •Deadline: submit by December 10 each year. After that, Google may have to withhold up to 24% of the worldwide total.
  • •Validity: the form expires at the end of the third full calendar year after the year in which it was signed. Even with no change, you must resubmit it.
  • •Address and characters: if you moved, check that the permanent residence address and the legal address match in both sections, so that year-end forms reach the right place. Only Latin characters are accepted.

About the form: the YouTube page only mentions "a W-8 form". According to the IRS instructions, an individual foreign person uses Form W-8BEN and an entity uses Form W-8BEN-E.

I forgot to submit the form: what happens

Without valid tax info, Google can withhold up to 24% of the total you earn worldwide (individual account), not just from US viewers. When the valid form arrives, the rate is adjusted in the following payment cycle.

What was already withheld can be refunded in limited cases: if the updated info arrives by December 10, Google recalculates and returns the difference. A statement that your circumstances have not changed may be requested. Once the calendar year has ended, the refund request is made directly to the IRS, and the page recommends seeking tax guidance.

How to see how much YouTube withheld

The amount of YouTube US tax withholding does not appear in YouTube Analytics. It is in the AdSense for YouTube payments report, generally in the month after the payment. For example, April's withholding appears in May's report. If there is a payment hold, several months may show up together later.

Your withholding rate appears under "Manage tax info", in the payment settings, after you submit the form.

Anyone who received eligible payments gets a year-end form, such as Form 1042-S, by April 14 of the following year. Keep this document: it is your proof of the withholding.

How to report YouTube income in Brazil and offset the tax withheld

US tax does not end your obligation in Brazil. The Receita Federal (Brazil's federal tax authority) states that income received from foreign sources by an individual resident in Brazil is taxable, subject to treaties or reciprocity of treatment to avoid double taxation.

Offsetting. Where those treaties or reciprocity arrangements exist, the tax paid in the country of origin can be offset in the calculation of the carnê-leão (Brazil's monthly income-tax payment for individuals with foreign income) and in the Declaração de Ajuste Anual (Brazil's Annual Adjustment Return, the yearly income tax return), within the legal limit. Where they do not exist, tax paid abroad cannot be offset. The Receita page has a rule about the US: proof of reciprocity is not required for Germany, the United States and the United Kingdom. Note the scope: reciprocity does not apply to taxes paid to member states and municipalities.

Limit. The offset cannot exceed the Brazilian tax owed on the same income. Illustrative example: if the US withholding was $120 (USD), but the Brazilian tax on that income, already converted, is equivalent to $90 (USD), only $90 count as credit. The difference does not become a refund. The Brazilian tax depends on the table in force and on the total of your income.

Conversion to reais. The Receita requires converting the income and the tax paid to US dollars, using the rate set by the monetary authority of the country of origin on the date of receipt. Then the conversion to reais uses the US dollar buying rate set by the Central Bank of Brazil on the last business day of the first fortnight of the month before the month of receipt.

Practical steps:

  1. •Record each AdSense payment with date, gross amount, withholding and net amount.
  2. •Convert as the Receita requires and enter the income in that month's carnê-leão, if it applies to you.
  3. •Keep the 1042-S and the payments report as proof.
  4. •In the Annual Adjustment Return, report the income and request the offset of the tax paid in the US, within the limit.

The carnê-leão deadline and the rules on who must file change with the legislation. Check the current deadline on the Receita page on foreign income.

Channel with a company in Brazil or an LLC: does anything change?

Company in Brazil. The AdSense for YouTube account can be individual or business, and the withholding without tax info changes with the type: for a business account outside the US, the default is 30% on US earnings. How the company will be taxed in Brazil depends on its regime and is not covered here.

LLC. Not automatically. For US tax purposes, an LLC by itself does not eliminate YouTube US tax withholding. The IRS instructions say that when the LLC is disregarded and has a single foreign owner, the owner is the one who submits the form. The LLC also does not create a treaty that does not exist between Brazil and the US. The general rule of Pub 515 still applies: most US-source income of foreigners is subject to 30%, unless there is a treaty.

In Brazil, the structure can make things more complicated. Cosit Consultation Ruling (Solução de Consulta Cosit) No. 56/2026 concluded that LLCs with a member who is not a US resident, treated as transparent under US law, are characterized as a privileged tax regime (IN RFB 1.037/2010, art. 2, VII). And art. 5 of Law 14.754/2023 provides that the profits of entities controlled abroad by individuals resident in Brazil are taxed on December 31 of each year. In other words: opening an LLC to "escape" the withholding may trade a withholding tax for annual obligations in Brazil.

For creators with low revenue, the first step is to submit the correct form, not to open a company. For those with recurring revenue and more than one income stream, it is worth comparing costs and obligations before deciding.

Checklist: before December 10

  • • Confirm that the form status in AdSense for YouTube is "Approved".
  • • Check that the residence address and the legal address are the same and written in Latin characters.
  • • Check the expiration date: the form is valid until the end of the third full calendar year after the year of signing.
  • • Check the account type (individual or business) and the matching form.
  • • Write down the withholding rate shown under "Manage tax info".
  • • Keep Form 1042-S when it arrives, by April 14.
  • • Record each payment with date, gross amount, withholding and net amount for the carnê-leão.

This material is informational and does not replace an analysis of your case. The withholding, the offsetting and the classification of the LLC depend on the form submitted, on tax residence and on the corporate structure. YouTube states that it does not provide tax advice. Does YouTube US tax withholding apply to all of my revenue

No, if the tax info is valid. In that case, only what came from US viewers is withheld, and the rate is 30% because Brazil has no treaty. Without tax info, Google can withhold up to 24% of the total you earn worldwide, on an individual account.

Does Brazil have a treaty with the US to reduce the 30%

There is no income tax treaty. The IRS treaty list, revised on January 3, 2026, does not include Brazil. There is only a tax information exchange agreement, from 2007, which does not reduce any rate. That is why there is no treaty to claim on the form for those who live in Brazil.

I submitted the form late. Can I recover what was withheld

In limited cases, yes. If the updated info arrives by December 10, Google recalculates the withholding and returns the difference, and may ask for a statement that circumstances have not changed. Once the calendar year has ended, the request is made directly to the IRS.

Does the YouTube tax form expire

Yes. It expires at the end of the third full calendar year after the year in which it was signed and must be resubmitted even if nothing has changed. It must also be updated if your circumstances change. If you moved, check that the permanent residence address and the legal address match.

Can I offset in Brazil the tax withheld by YouTube

As a rule, yes, within the legal limit. The Receita says that, where there is a treaty or reciprocity, tax paid abroad can be offset in the carnê-leão and in the Annual Adjustment Return. Reciprocity does not require proof for the US, but it does not cover state and municipal taxes.
